Eastern Plumas Health Care is now accepting applications for an Information Technology Director. This is a part-time hybrid role requiring three-days remote and a one onsite visit per week.

The Position:
The Information Technology Director role at Eastern Plumas Health Care offers a unique opportunity for an experienced IT leader to make a significant impact on the organization. The position entails visiting the hospital at least once a week ensuring alignment of IT strategies with operational needs. The IT Director collaborates closely with the CEO on a weekly basis to drive technology initiatives that enhance patient care and operational efficiency.
The IT Director is to exercise leadership in formulating technology strategy and establishing long-term technology direction with the C-Suite. As a member of Eastern Plumas Health Care’s senior management team, the IT Director also shares responsibility for establishing and attaining the organizational short and long-term goals, both fiscally and administratively. Additionally, the IT Director will be responsible for vendor management, serving as the primary point of contact for all IT-related matters.
Essential Job Functions:
· Develop and implement the hospital's IT strategy in alignment with overall business goals.
· Manage the daily operations of the IT department and ensure the reliability, security, and scalability of the IT infrastructure.
· Develop and enforce IT security policies and procedures to protect against cybersecurity threats and data breaches.
· Prepare and manage the IT budget, optimizing spending and resource allocation.
· Ensure compliance with healthcare regulations such as HIPAA and maintain data privacy and security.
· Negotiate and manage contracts with IT vendors and service providers and evaluate technology vendors and partners.
· Oversee IT projects from conception to completion, ensuring on-time delivery, within scope, and within budget.
· Understand the importance of the hospital’s electronic health record (EHR) systems and network infrastructure as it relates to productivity and patient care.
· Promote the adoption of innovative technologies in clinical and administrative areas and integrate technologies with existing systems.
· Communicate IT goals, strategies, and performance to hospital executives, board members, and stakeholders.
· Recruit, train, and retain skilled IT staff, fostering a culture of continuous learning and professional development.
· Develop and maintain disaster recovery and business continuity plans to ensure operational resilience during IT disruptions.
· Oversee data governance, ensure data integrity, and utilize data analytics to support clinical decision-making and operational improvements.
· Support patient care through IT systems, including telehealth services, and provide IT support to hospital staff.
· Foster partnerships with other healthcare institutions and technology firms and participate in industry forums and initiatives to stay updated on healthcare IT trends.
Knowledge Of:
· Principles of management, supervision, training, administrative practices, and personnel administration.
· Principles and practices of Electronic Health Record (EHR) systems.
· Principles and practices with the management of computer systems operation and support, local and wide area data communications, and a variety of telecommunications systems.
· Fundamental principles and practices of organizational techniques and management procedures including accounting and budget principles and logic and business administration principles.
· Local Area Network (LAN) administration and networking engineering principles including server/client protocols; advanced terminology used in electronic data processing and information technology.
Ability To:
· Read, interpret, and apply complex technical publications, manuals, and other documents.
· Organize, direct and implement a wide variety of programs and services that are carried out by the Information Technology staff, vendors, and sub-contractors.
· Analyze complex data and information technology problems, evaluate alternatives, project consequences, create analysis reports, make sound logical recommendations based on findings, and implement decisions in support of goals.
· Under general direction, establish and implement policies, procedures, protocols, and goals; monitor the effectiveness and results of information technology operations through statistical and other analysis and make recommendations as appropriate; manage multiple projects while maintaining priorities and meeting deadlines. Gather and analyze complex data; conduct feasibility studies to determine needs and implement findings.
· Communicate effectively both orally and in writing.
· Maintain and research technological changes and developments in the computer hardware and software industry.
· Lead, oversee, and coordinate work activities and ensure staff complete responsibilities timely and accurately.
· Work under the pressure of deadlines, conflicting demands, and emergencies.
· Complete all duties as assigned timely and accurately.
Qualifications:
Any combination of education and experience which would produce the desired knowledge and abilities is qualifying.
· Bachelor’s degree in computer science, Information Technology, or related field (Master's degree preferred).
· Proven experience as a CIO or in a senior IT leadership role in a healthcare setting.
· In-depth knowledge of healthcare IT systems, regulations, and best practices.
· Strong leadership, strategic planning, and project management skills.
· Excellent communication and people skills, with the ability to collaborate effectively with stakeholders at all levels.
· Working knowledge of Oracle Health, Cerner, PointClickCare EHR systems is a plus.
· Certification in information security (e.g., CISSP) and project management (e.g., PMP) is a plus.
Physical Requirements:
Personal mobility to work in various office settings, locations and in confined work spaces; manual dexterity to use computers and standard office equipment; ability to lift and carry items occasionally weighing up to seventy (70) pounds; pushing objects weighing up to 200 pounds and pulling objects weighing up to 100 pounds; physical ability to sit for extended periods of time; stoop, reach overhead, bend, crawl, climb stairs and occasionally climb ladders to access equipment; constant finger and manual dexterity to operate a computer keyboard and work with small wiring and cables; vision which can be corrected to a level sufficient to read hand-written, typed and computer generated information and data, as well as computer terminal displays; hearing and speech ability sufficient to enable communication by telephone and in person.
Work Environment:
While performing the responsibilities of this classification, the following work environment characteristics are representative of the environment the IT Director will encounter.
Performs work inside of buildings, in an office environment and in a controlled environmental facility, with little exposure to outdoor temperatures, dirt, or dust. The noise level in the work environment are similar to a busy office. This role requires heavy use of a computer or laptop, including keyboard and mouse, and routine use of other standard office equipment.
Travel to clinics and campuses within the neighboring counties, and travel to attend professional meetings and trainings at the Portola Campus.
